Sardegna, poligono militare: indagati gli specialisti della morte (VIDEO) | Informare per Resistere

Dal 1956 a Perdasdefogu in Sardegna ha sede il poligono sperimentale militare più grande d’Europa. Negli ultimi anni la convivenza con la popolazione locale si è incrinata in seguito all’aumentata insorgenza di tumori e malformazioni congenite.

QUIRRA (CAGLIARI) – Intorno al Poligono Interforze del Salto di Quirra (PISQ) si registra una strana moria di persone e bestiame. Il poligono è destinato alla sperimentazione di arsenale bellico, ed è a disposizione di aziende private e dell’esercito. Poco distante sorge una discarica militare anch’essa coinvolta in un’inchiesta giudiziaria. Non solo morti: nella stessa area le nascite sono ammorbate da malformazioni congenite e le informazioni riguardanti la pericolosità delle scorie latitano. Per questo motivo, in una regione che vive essenzialmente di pastorizia, accade che gli allevatori usino il materiale residuo delle esplosioni per accendere il fuoco firmando inconsapevolmente la loro condanna a morte. Le peregrine indagini condotte dal procuratore di Lanusei Fiordalisi procedono a singhiozzo; venti le persone coinvolte tutte appartenenti ad alti ranghi istituzionali, circostanza che turba non poco il normale iter processuale. Il fine della presunta condotta criminale sarebbe stato quello di occultare la pericolosità delle operazioni del PISQ.

Le ipotesi di reato, che vanno dall’omicidio plurimo all’omissione d’atti d’ufficio, si basano, secondo la procura, su un perverso e corrotto intreccio di interessi fra imprenditoria e pubblici ufficiali: la sperimentazione selvaggia di armi e materiali bellici e civili non avrebbe trovato ostacoli, anzi sarebbe stata appoggiata da chi avrebbe dovuto controllarne la regolarità. Sul tema si è  pronunciata persino la Commissione parlamentare d’inchiesta sull’Uranio fornendo vaghe rassicurazioni. Tuttavia escludere la presenza di uranio non basta a soddisfare la domanda di chiarezza e di giustizia della popolazione locale; esistono infatti svariate altre sostanze di comprovata tossicità che sono state riscontrate nelle analisi effettuate. Poniamo pure che gli indagati vengano tutti prosciolti e che i reati non sussistano, a quel punto rimarrebbe da chiedersi se sia giusto continuare sulla strada di uno sviluppo industriale guerrafondaio. Quante vite umane può valere il collaudo di un nuovo tipo di ordigno bellico? In cuor mio rispondo nessuna, ma l’attuale classe politica non sembra essere dello stesso avviso.

Fornero: privatizzare la disabilità

Il Ministro del Lavoro Elsa ForneroNon si può pensare che lo Stato sia in grado di fornire tutto in termini di trasferimenti e servizi’’. Lo ha dichiarato il Ministro del Lavoro Elsa Fornero durante il convegno Autonomia delle persone con disabilità: un nuovo contributo per assicurarla (Reatech, Milano, 25 maggio).

Il Ministro ha poi aggiunto: “Sia il privato che lavora per il profitto sia il volontariato no profit sono necessari per superare i vincoli di risorse. Il privato, in più del pubblico, possiede anche la creatività per innovare e per creare prodotti che aiutino i disabili. La sinergia tra pubblico e privato va quindi rafforzata”.

I prodotti di cui si parla sarebbero quelli assicurativi. Infatti la Fornero prosegue: “Per evitare accuse di raggiro o frodi, il ruolo pubblico dovrebbe dare credibilità inserendosi nella relazione tra la persona e il mondo assicurativo. C’è bisogno di innovazione finanziaria e creatività”.

Parole che lasciano sconcertate le organizzazioni delle persone con disabilità, per la loro crudezza e per l’evocazione di una “cultura” che non si pensava potesse penetrare nel nostro Paese risalendo fino ai vertici di un Governo che si appella ad ogni piè sospinto all’equità.

Con la prima affermazione la Fornero gela qualsiasi ipotesi e speranza di innovazione sociale, di garanzia dei diritti civili, di efficacia ed efficienza dei servizi sociali, di miglioramento delle prestazioni per i disabili gravissimi e per i non autosufficienti.

Tradisce il retropensiero che gli stanziamenti per l’autonomia personale delle persone con disabilità siano una spesa morta, un sovraccarico insostenibile, un capriccio di pochi, e non già invece un investimento. Ricorda tragicamente alcune brutali dichiarazioni del Ministro Tremonti (“Come può un Paese con due milioni e mezzo di disabili essere davvero competitivo?”).

Lo Stato rinuncia ad attuare quanto previsto dall’articolo 38 della Carta costituzionale – annota Pietro Barbieri, presidente della Federazione Italiana per il Superamento dell’Handicap – e quanto sancito dalla Convenzione ONU sui diritti delle persone con disabilità. Getta la spugna invocando un intervento caritatevole (o interessato) dei privati. Un lesto e mesto ritorno alle opere pie… o a qualcosa di peggio”.

Ma la seconda parte delle affermazioni del Ministro ha risvolti non meno inquietanti.

Lo Stato, pur di liberarsi della spesa per la disabilità e la non autosufficienza, diventa procacciatore d’affari per le Assicurazioni e le eventuali risposte assistenziali sarebbero erogate in virtù di una polizza pagata in vita dai Cittadini.

Una privatizzazione assicurativa del welfare che inizia dalle persone con disabilità per spingersi fin dove la “creatività” può consentire.

A chi non giovi tutto ciò è presto detto: a chi non può permettersi di pagare una polizza assicurativa e a chi nasce con una grave menomazione o la contrae in tenera età.

A chi giova invece questa prospettiva oltre che allo Stato? Sicuramente il giro d’affari per le Compagnie assicuratrici è notevolissimo e, in periodo di crisi, un vero toccasana. Nuovi introiti e nuove prospettive anche sul fronte immobiliare. Tradiscono l’attesa le stesse parole della Fornero: “Qualche volta le persone anziane si trovano intrappolate in una casa che costa troppo e hanno difficoltà ad ottenere aiuti”. Un patrimonio immobiliare che fa gola a molti.

Sono dinamiche e logiche che, ovviamente, non ci appartengono – conclude Barbieri – ma che rischiano di stritolare ogni prospettiva di reale inclusione sociale o di condizionarla al censo, al patrimonio, all’età più che ad un diritto costituzionale e, prima ancora, umano”.

Terremoto in Emilia, geologi: "Basta morti per magnitudo di 6 gradi"

''Da noi un terremoto di 6 gradi provoca danni e morti. Non e' piu' possibile. Serve prevenzione. Questa e' la strada''. A parlare e' il presidente del Consiglio nazionale geologi, Gian Vito Graziano, commentando il sisma in Emilia.

''Ora pero' – ha proseguito – e' il momento del fare. Sul posto a sostegno, fin dal primo sisma, ci sono nostre squadre. Ma sono due le cosa da mettere in atto: la prima e' intervenire sugli edifici contro il rischio sismico, la seconda come monitorare i terreni e vedere come questi reagiscono all'onda sismica''.

''Ribadiamo che non e' possibile geologicamente prevenire i terremoti, e in tal senso bisogna disinnescare una volta per per sempre questa polemica. Sui terremoti la strada maestra e' la prevenzione sulle strutture'', ha detto Graziano.

In particolare sulle caratteristiche del sisma emiliano, ''il fenomeno – ha spiegato l'esperto – e' amplificato da due fattori, uno dalla superficialita' che ha causato effetti in uno spazio molto ampio e l'altro determinato dal fatto che la Pianura Padana e' formata da terreni alluvionali con una forte antropizzazione in termini di abitazioni e di attivita' produttive''.

''La scienza va avanti – ha concluso Graziano – ma manca in Italia mettere a sistema Paese queste conoscenze. Almeno investiamo nella grande infrastruttura che e' il nostro territorio''.
